Job Description

Background: 

The Community Service Society ("CSS"), founded in 1848, is New York City’s leading non-profit institution dealing with the issues of New Yorkers living in poverty. The agency addresses the cutting edge of public policy innovation, working to eliminate the systemic inequities that create a permanent poverty class. Through advocacy, direct service, research, policy analysis, and strategic partnerships, CSS focuses attention on work, health care, and housing to stimulate social and economic mobility among the working poor. The agency operates on an annual budget of more than $20 million and has a staff of over 120, as well as a volunteer base encompassing more than 7,500 older adult volunteers.

CSS recently underwent a restructuring to more effectively serve its target population and to increase its research and advocacy efforts. As such, the agency is seeking an exceptional person to become CSS’s new Senior Labor Market Analyst, building on the work already accomplished and allowing CSS to be an even more effective advocate in the arena, and to securely position the agency as the thought leader in the field.

The Position:

The Senior Labor Market Analyst ("Analyst") will be the senior advisor on labor market trends analysis. The Analyst will identify and carry out research projects that support CSS’s agenda by focusing advocacy and policy development on strategies to engage hard-to-employ populations. The Analyst will develop and implement projects to monitor demographic trends in labor market participation, and will conduct analyses to identify sector trends, reasons for job creation and loss, and skills in demand.

The agency’s senior leadership team has been in place for a significant period of time, and is well respected in the field. The Analyst should be comfortable keeping up with strong peers and providing strategic research direction in a fast-paced environment. Working effectively with CSS’s senior administrative staff and policy experts, the Analyst will be expected to produce a series of research and policy briefs, and assist in the formulation of agency research, policy, and advocacy agenda. In addition, the Analyst will collaborate with the Development department to secure funding for research activities.

Candidates should have demonstrated skills leading, developing, and managing social science research; an ability to sustain a diverse and respectful work environment; and experience managing research and organizational budgets. Some degree of business savvy and diplomatic negotiating skills are critical. Excellent oral and written communication skills are important, as is an ability to adapt scholarly materials for policy and general audiences. The successful candidate will also have a sophisticated sensitivity to cultural differences and recognize their importance to the psychosocial issues around the research projects.

Qualifications:

A PhD degree or candidacy is required.

At least three years of relevant research and labor market policy experience.

Demonstrated data analysis and GIS skills.

Ability to handle a large volume of relationships and activities under time constraints.

Strong demonstrated familiarity with relevant regional and national data sets.

Excellent organizational skills and attention to detail.

A commitment to innovative and entrepreneurial thinking.

Excellent communication skills, both written and oral.

Ability to promote an open, inclusive, team-based environment.

A strong commitment to the principles and goals of the Community Service Society.
